INTRODUCTION/BACKGORUND

The Productivity Capacity Building (PCB) Department is one of the newly created Departments of the National Productivity Centre after the restructuring exercise of the Centre in the year 2017. The Department took off on 11thJuly 2017. The overall objective of the Productivity Capacity Building (PCB) Department is to mobilize and develop the productive capacity of human resources of organizations for the attainment of organizational goals. The Ministries, Departments and Agencies (MDAs) of the public sector and also the private sector is targeted for the implementation of the training programmes conducted by the department.

STRATEGIC MANDATE/OBJECTIVE

The overall objective of the Department is to mobilize and develop the productive capacity of human resources of organizations for the attainment of organizational goals. The capacity building of the Centre shall be need based.

DEPARTMETAL DIVISIONS/UNITS FUNCTIONS

The overall objective of the Productivity Capacity Building (PCB) Department is to mobilize and develop the productive capacity of human resources of organizations for the attainment of organizational goals. The capacity building by the Centre is needs based.

 

Functions

  1. Organizing Seminars, Workshops, Conferences, and dialogues for the purpose of disseminating and sharing critical knowledge on productivity related matters in all sectors of the economy to build skills and competencies or organizations.
  2. Conducting In-plant programmes for both public and private sector organizations.
  3. Organizing productivity training programmes and in-house seminars for staff of the Centre.
  4. Designing productivity training modules and materials.

Any other assignment as may be given.

Development of Training Modules and Staff Capacity Building

PROGRAMMES CONDUCTED SINCE 2016 TO DATE
  • In 2017, The Productivity Capacity Building (PCB) Department implemented one (1) National workshop for the year. The workshop was on “Improving Agricultural and Rural Productivity through Effective Extension Service Delivery” Held from Monday 11th – Friday 15thSeptember 2017 at National Agricultural Extension Research and Liaison Services (NAERLS), Ahmadu Bello University, Samaru, Zaria, Kaduna State. The Workshop recorded eighteen (18) participants.
  • In 2018, the department had 1 National Workshop on “Enhancing Organizational Performance through Productivity Improvement Techniques” held on 7th-8th November 2018 at Global Village and Suites, Abuja –Keffi Expressway, Koroduma, Karu, Nasarawa State. The workshop recorded a total of forty-six (46) participants.

 

The department implemented four (4) conference room training programmes as follows: -

  • High Performance Work Practices for Enhanced Competitiveness. Held at Conference Room of National Productivity Centre, Wuse Zone 4, Abuja from 26th to 27thSeptember 2018. The training recorded Twelve (12) participants.
  • Total Quality Management (TQM) as a productivity Improvement Tool for Achieving Organizational Excellence. Held at the Conference Room of National Productivity Centre, Wuse Zone 4, Abuja from 10th to 11th October 2018. The training recorded Fifteen (15) participants.
  • Workplace Transformation Challenge. Held at National Productivity Centre Conference Room Wuse zone 4, Abuja on 24th and 25th October 2018. The training recorded Eleven (11) participants.
  • Productivity Improvement and Effective Service Delivery.” Held at Conference Room of National Productivity Centre, Wuse Zone 4, Abuja from 10th to 11th December 2018. The training recorded Twelve (12) participants.

 

In 2019, the department had One (1) National Workshop on “Enhancing Organizational Performance through Productivity Improvement Techniques” Held from 3rd to 5th December 2019 at Northgate Hotel, Abuja Keffi Expressway, Nasarawa State. The workshop recorded twenty-eight (28) participants and one (1) observer. The Department conducted six (6) Conference Room Training programmes as follows:-

  • Productivity Improvement and Effective Service Delivery was Held from Wednesday 26th – Thursday 27th June, 2019 at the Conference Room, National Productivity Centre, Plot 2173 Cape Town Street, Wuse Zone, Abuja. The training recorded Nine (9) participants.

 

  • Workplace Transformation Challenge was Held from Wednesday 28th – Thursday 29th August, 2019 at the Conference Room, National Productivity Centre, Plot 2173 Cape Town Street, Wuse Zone, Abuja. The training recorded sixteen (16) participants.

 

  • Managing Human Resources for Productivity Improvement was held on Wednesday 4th to Thursday 5th September, 2019 at the Conference room, National Productivity Centre, Plot 2173 Cape Town Street, Wuse Zone 4 Abuja. A total of fourteen (14) participants were recorded in the training.

 

  • Total Quality Management (TQM) as a Productivity Improvement Tool for Achieving Organizational Excellence was Held from Wednesday 9th – Thursday 10th October, 2019 at the Conference Room, National Productivity Centre, Plot 2173 Cape Town Street, Wuse Zone, Abuja. The training recorded a total of Nine (9) participants.
  • High Performance Work Practices for Enhanced Competitiveness was held on Wednesday 6th to Thursday 7th November 2019 at the Conference room, National Productivity Centre, Plot 2173 Cape Town Street, Wuse Zone 4 Abuja. The training recorded eleven (11) participants.
  • A two (2) Day Training Programme on “Workplace Transformation Challenge” was Held from Wednesday 11th – Thursday 12th December 2019 at the Conference Room, National Productivity Centre, Plot 2173 Cape Town Street, Wuse Zone, Abuja. This was the second run of the training.A total of Seven (7) participants were recorded in the Training.
  • Two (2) In-Plant Programmes were implemented in the year 2019. These are:
  • In-Plant Training on “Green Productivity and Environmental Protection for Sustainable Development” for the Directorate Cadre. Staff of Federal Ministry of Environment. The training took place at Valencia Hotels, Wuse II, Abuja from Tuesday 30th to Wednesday 31st July 2019.A total of fifty (50) participants were recorded.
  • In-Plant Training on “Productivity Improvement Strategies for Effective Supervision” for the Staff of FCT Area Council Service Commission. The Training took place at Northgate Hotel, Abuja Keffi Expressway, Nasarawa State from Wednesday 2nd – Friday 4th October 2019.The Training recorded Twenty-Seven (27) participants from FCT Area Council Service Commission.

The department within the year 2020 organized and implemented one National Workshop on “Enhancing Organizational Performance through Productivity Improvement Techniques” held from 8th-10thDecember, 2020 at Global Village and Suites, Abuja-Keffi Expressway (One-man Village), Koroduma, Karu LGA, Nasarawa State. The workshop recorded a total of forty-one (41) participants.

  • The In-plant training programmes for staff of Nigerian Geological Survey Agency, (NGSA) Abuja was implemented in the year 2020. It was specifically for staff from grade levels 08-14 of the Agency. The training was held from 14th -16thDecember, 2020 at Northgate Hotel, Abuja-Keffi Expressway, Nasarawa State. The workshop recorded a total of fifty-five (55) participants from the agency.

 

The Department conducted four (4) Online Productivity Lectures which are as follows:

  • An Overview of the Socio-Economic Impact of Covid-19 Pandemic and the Productivity Imperatives by Dr. Gbenga Bamiduro, the Director/HOD Planning and Policy Analysis (PPA) Department. Presented on 22ndJuly 2020.
  • Improving Productivity through Work Ethics by Mrs. J. Adebimpe Aor Retired Director/HOD Consultancy and Business Development (CBD) Department. Presented on 30thJuly 2020.
  • Business Process Re-engineering: An Approach to Productivity Improvement and Post Covid-19 Recovery by Engr. Lynda Bitrus- Principal Productivity Research Officer of the Productivity Capacity Building (PCB) Department. Presented on 10thSeptember 2020.
  • National Productivity Centre as a Catalyst for Stimulating Socio-Economic Development in Nigeria (GET TO KNOW NPC-NIGERIA) by Hassan Abdullahi-Director/HOD of Corporate Affairs and Information (CAI) Department. Presented on 14thOctober 2020.

In the year 2021, a National Workshop on “Enhancing Organizational Performance through Productivity Improvement Techniques” was successfully implemented. It was held from 7th-9th December, 2021 at Global Village and Suites, Abuja-Keffi Expressway (One-man Village), Koroduma, Karu LGA, Nasarawa State. The workshop recorded a total of twenty-six (26) participants.

 

The Department implemented four (4) Conference Room Training Programmes as follows: -

  • Workplace Transformation Challenge: The two (2) Day Training Programme on “Workplace Transformation Challenge” was held at Conference Room of National Productivity Centre, Wuse Zone 4, Abuja from 18th to 20thMay 2021.

 

  • Productivity Improvement and Effective Service DeliveryThe two (2) Day Training Programme on “Productivity Improvement and Effective Service Delivery” was held at Conference Room of National Productivity Centre, Wuse Zone 4, Abuja from 1st to 3rdJune 2021.The training recorded eight (8)

 

  • Total Quality Management (TQM) As a Productivity Improvement Tool For Achieving Organizational ExcellenceThe Two (2) Day Training Programme on “Total Quality Management (TQM) as a Productivity Improvement Tool for achieving Organizational Excellence” held at Conference Room of National Productivity Centre, Wuse Zone 4, Abuja from 6th to 8th October, 2021.The training recorded two (2)

 

  • High Performance Work Practices For Enhanced Competitiveness The two (2) Day Training Programme on “High Performance Work Practices for Enhanced Competitiveness” held at Conference Room of National Productivity Centre, Wuse Zone 4, Abuja from 10th to 12th August, 2021.The training recorded total of seven (7) participants, which four (4) are participants and three (3) staff of the centre, from PMI Dept.

 

Two (2) In-Plant Programmes were implemented in the year 2021. These were:

  • The In-Plant Training on “Working in Geoscientific Environment by Non-Geoscientist” for staff of Nigeria Geological Survey Agency, (NGSA) Abuja was implemented in the year 2021The training was held from 7th -9thSeptember, 2021 at Global Village Suites and Conference Centre, Abuja- Expressway, Koroduma, Nasarawa State. The Training recorded a total of sixty (60) participants from the agency.

 

In-Plant Training for Staff Of Nigeria Electricity Liability Management Company Limited (NELMCO). The above training was implemented in two batches by the department within the year:

  • High Performance Work Practices for Enhanced Competitiveness: -

The training was conducted for Office Assistants and Store Officers of the above-named Organization. The training was held from 23rd -24thNovember 2021 at the NPC Conference Centre, Abuja. The training programme recorded a total number of nine (9) participants from the agency.

  • Attitudinal Re-Orientation, Defensive Driving, and Inter-Personal Behaviour Improvement

The training was designed for drivers and security personnel of the Nigeria Electricity Liability Management Company Limited (NELMCO). The training was held from 25th – 26thNovember 2021 at the NPC Conference Centre, Abuja. The training programme recorded a total number of six (6) participants from the agency.

The Department within the year conducted the one (1) online international productivity lecture series;

  • Kaizen for Organizational Productivity and Quality Improvement: The Total Approach by Mr. Victor Ainoko, PRO I, CAI Department, Headquarters. Presented on 7thOctober 2021.

 

In the year 2022, A three (3) day National Workshop on “Enhancing Organizational Performance through Productivity Improvement Techniques”. The venue for the National workshop was at Events and Conference Centre, No 1 SanniAlonge Street, Behind Muhammed Buhari International Market, Mararaba, Nasarawa State. The National workshop took place from 8th – 10thDecember 2022. The National Workshop had thirty-eight (38) participants in attendance.

 

  • The Department implemented an In-plant training programme with the topic “Corporate Image and Reputation Management for Enhanced Productivity” for staff of Area Council Service Commission (ACSC).The training had twenty-three (23) participants in attendance.
  • In-plant Training Programme for Staff of Nigeria Export Promotion Council (NEPC):

The Department has also implemented an In-plant training programme with the topic “Corporate Image and Reputation Management for Enhanced Productivity” for staff of Nigeria Export Promotion Council (NEPC).The training was implemented in three (3) batches:

The first batch held at the Nigeria Export Promotion Council Conference Room in two batches on 8th – 11th August, 2022. The total number of participants was one hundred (100).

The second batch of staff from the Council were trained from 23rd – 26th August 2022. The training had one hundred (100) staff in attendance and it took place at the Nigerian Export Promotion Council Conference Room.

The third batch of Staff of the Council were trained from 17th – 22nd October, 2022 for one hundred and sixty (160) staff of the council took place at Lemonde Hotel, Jos, Plateau State.

The Department implemented five (5) Conference Room Training Programmes as follows:

 

  • A three (3) day Training Programme on “Workplace Transformation Challenge”. The Training Programme was implemented at National Productivity Centre Conference room on 17th – 19thMay, 2022. The training had Seven (7) participants in attendance drawn from organizations like Federal Road Safety Commission and Teachers Registration Council of Nigeria.
  • A three (3) day Training Programme on “Productivity Improvement & Effective Service Delivery”. The Training Programme was implemented at National Productivity Centre Conference room on 7th – 9thJune, 2022. The training also had Seven (7) participants in attendance.
  • A three (3) day Conference Room Training Programme with the topic “Total Quality Management: As a Productivity Improvement Tool for Achieving Organizational Excellence” on 16th – 18thAugust, 2022. The training had twelve participants in attendance.
  • d)  A three (3) day Conference Room Training Programme with the theme “High Performance Work Practices for Enhanced Competitiveness” on 13th – 15thSeptember, 2022. The training had Six (6) participants in attendance

 

IMPACT MADE BY DEPARTMENT

The impact made by the department includes:

  1. Participants acquiring broad based knowledge on productivity and information on strategies to adopt on methodologies of effective Extension Service Delivery for Improved Agricultural Productivity.
  2. Creating a platform for linkages between different organizations and stakeholders to relate better in future for the issues of Extension Service Delivery in Nigeria.

Helping participants acquire knowledge, skills, and competencies on how to improve their performance in their various organizations for higher productivity.
