INTRODUCTION/BACKGORUND

Welcome to the Productivity Measurement and Index (PMI) Department! 

PMI is driven by a shared vision to enhance productivity levels across all sectors of the economy. The ultimate goal is to foster a profound awareness of productivity and dispel any misconceptions surrounding it, making it more accessible and applicable to the national socio-economic context and development needs. Officially established on August 8, 2016 the PMI Department is driven by this overarching objective.

As the primary responsibility of the PMI Department delves deep into the mechanics of productivity, exploring its catalysts and obstacles. The aim is to chart effective pathways towards improved productivity and provide relevant insights to stakeholders. This is achieved by conducting meticulous productivity measurement and index studies, generating comprehensive reports that serve as invaluable resources for policy formulation. By closely monitoring productivity trends across various economic sectors and the aggregate economy, identifying critical issues and constraints. In addition, by conducting productivity surveys that enable the Centre to recommend policies, establish priorities, and evaluate the progress of national productivity efforts.

It is worth noting that the PMI Department evolved from its early origins as a committee. Initially, it operated as part of a broader mission to "stimulate" productivity, as stated in the Centre's mission statement. As the understanding of this mission grew clearer, the committee underwent a transformative process, eventually evolving into a fully-fledged department - the PMI Department.

STRATEGIC MANDATE/OBJECTIVE
  1. The PMI department is dedicated to conducting in-depth investigations into productivity performance, both at sector and national levels, with the aim of providing valuable guidance to policy makers in Nigeria. The specific objectives revolve around gaining a comprehensive understanding of the factors influencing productivity improvement. 

    The Department of Productivity Research strives to achieve the following objectives:

    1. Identify the Determinants of Productivity Improvement: to meticulously analyze the key elements that contribute to productivity enhancement or hinder its progress, both within specific sectors and on a national scale. By uncovering these determinants, valuable insights that inform policymakers and guide their decision-making processes is achieved.
    1. Assess the Factors Impacting Productivity Improvement: The department conducts thorough assessments to evaluate the factors that significantly influence productivity enhancement. Through comprehensive research, specific areas where improvement can be made are identified, providing a solid foundation for informed strategies and policies.
    1. Conduct Comparative Studies and Benchmark Best Practices: PMI engages in comparative studies, carefully examining the best practices implemented by leading countries known for their exceptional productivity performance. By benchmarking against these global leaders, generating recommendations that can be adopted by the Nigerian government to enhance productivity levels within the country.
    1. Contribute to Global Competitiveness and Benchmarking: Recognizing the importance of global competitiveness, the department actively contributes to the international benchmarking effort.   • Agriculture and Retail Sector
    1. Planning, organizing, coordinating and executing the study on Agriculture and Retail Sector Productivity Measurement in Nigeria.
    2. Identifying drivers and inhibitors to productivity performance across the Agriculture and Retail Sector.
    3. Disseminating data and information on the productivity performance of the Agriculture and Retail Sector.
    4. Updating the databank on Agriculture and Retail Sector.
    5. Preparation of departmental budget and work plan.
  • Public Sector Measurement
    1. Planning, organizing, coordinating and executing the study on Public Sector Productivity Measurement in Nigeria.
    2. Identifying drivers and inhibitors to productivity performance across the Public Sector.
    3. Disseminating data and information on the productivity performance of the Public Sector.
    4. Updating the databank on Public Sector productivity.
    5. Preparation of departmental budget and work plan.

  • The department developed the current rubrics used by the NPOMA Committee to assess winners of the NPMO Awards.
IMPACT MADE BY DEPARTMENT

As a result of PMI's dedication, the National Productivity Centre (NPC) has consistently published sectoral productivity data since the 1990s, shortly after the organization's inception. These statistical records, spanning the longest period of productivity data in Nigeria, meticulously capture monthly labor productivity for the aggregate economy.

With regard to the Total Factor Productivity (TFP) index, the Centre has conducted a rigorous 30-year productivity analysis, demonstrating the depth of its scholarly pursuits. Additionally, the Centre maintains a comprehensive database that not only facilitates the calculation of sectoral TFP in Nigeria but also provides invaluable information for international comparisons of productivity. Leveraging its meticulous measurement efforts, the Centre has made policy recommendations to the esteemed National Economic Council, underscoring the practical application and relevance of productivity data. Furthermore, given the increasing policy interests in growth strategies, the government has recognized the utility of productivity data and has taken the initiative to secure funding for the development of an official database dedicated to productivity. 

The impact made by PMI is far-reaching, as it empowers policymakers, researchers, and practitioners with robust productivity data that serves as a foundation for evidence-based decision-making. By providing internationally comparable indices and fostering academic support, PMI contributes to the formulation of effective strategies aimed at sustaining productivity growth. The continuous disclosure of sectoral productivity data, the extensive analysis of TFP, and the development of an official productivity database represent milestones achieved by PMI in its pursuit of promoting productivity consciousness and advancing socio-economic development.
